FINAL MASTER BILBAO GRAND SLAM 2008
Competition Rules
1.
This Chess Tournament is organized
by the E4 Chessport S.L. Company with the
official recognition of the F.I.D.E. and adherence to its valid regulations
adapted accordingly.
2.
The schedule for the event is
as follows:
Reception of participants and draw of the pairing numbers on 1st September
2008 at 11:30 hours.
All rounds will be played in the Plaza Nueva, Bilbao.
The closing ceremony and the awards ceremony will take place on 13th
September 2008 at 21:00 h. in the Plaza Nueva, Bilbao.
The pairing by the double round robin system will be as follows:
1st R.: on 2/9, 17.00 h.: 1-6, 2-5 and 3-4.
2nd R.: on 3/9, 17.00 h.: 6-4, 5-3 and 1-2.
3rd R.: on 4/9, 17.00 h.: 2-6, 3-1 and 4-5.
4th R.: on 5/9, 17.00 h.: 3-6, 4-2 and 5-1.
5th R.: on 6/9, 17.00 h.: 6-5, 1-4 and 2-3.
6th R.: on 8/9, 17.00 h.: 6-1, 5-2 and 4-3.
7th R.: on 9/9, 17.00 h.: 4-6, 3-5 and 2-1.
8th R.: on 10/9, 17.00 h.: 6-2, 1-3 and 5-4.
9th R.: on 12/9, 17.00 h.: 6-3, 2-4 and 1-5.
10th R.: on 13/9, 16.00 h.: 5-6, 4-1 and 3-2.

Playing time: 90 minutes for
the first 40 moves and another 60 minutes to finish the game.
4.
The double withdrawal to the
games will suppose the elimination of the tournament.
5.
Players are not allowed to
agree draw without arbiter's permission. In case both players request it to
him, the arbiter will make his decision after consulting with a technical
assistant.
6.
If a player withdraws to one
game, he could be asked to present a written proof for it. Should he fail to do
so, he will lose his right to get the contracted sum and the corresponding
prize. Furthermore, players who do not attend the official reception in
Bilbao's Town Hall on 11st September or the closing ceremony on 13th September
will be sanctioned €6,000.
7.
Players commit themselves to
participate and not to withdraw, except in case of failure to comply with the
economic conditions previously agreed or proved force majeure on the part of
the Organization. In addition, all participants commit themselves to talk to
the press for a few minutes every day, preferably at the end of each game,
whatever the result should be.
8.
An Appeals Committee of will
be designed before the start of the tournament composed of:
The Tournament Director will act as this Committee President.
All claims should be made by writing within 1 hour maximum after the end of
the game.
9.
The final classification will
be determined according to the following criteria:
1.
Players will get 3 points for
winning a match, 1 point for drawing and 0 points for losing.
2.
If players tie:
a.
If two players tie for first,
they’ll play a blitz match immediately after the last round finishes. They’ll
play two games at the rate of all the moves in 4 minutes add-on 3 seconds for
each move from the first, alternating colors, which shall be decided for the
first game by draw. If this match is tied, they shall play a one game
Armageddon (sudden death), White will have 5 minutes and Black 4, in the case
of a draw Black wins first place. This game’s colors shall be decided by draw. If
more than two players tie for first, only the two first classified players
according to the systems listed bellow shall play the match.

3.- In case of tie for third
to sixth places, the following tie-breaks will be applied:

get one point for each game won and 0.5 points for each game in draw.

Sonneborn-Berger (based on traditional scoring)

Prizes according to the final ranking:

Prizes for players who are still drawn after section 9.2a has been applied
will be distributed using the Hort system. All other
prizes will be given in full.
All prizes will be subject to the corresponding legal deduction (24%)
11.
The Organizational Committee
of the event will deal with contract issues and participants invitation
(accommodation, economic terms, etc.), as well as with the distribution of
prizes according to the classification, information to the media and public
relations (TV, radio, press, specialized magazines, programs, responsible
attention, etc.), medical care for players in need and preparation of the
premises (including the playing, analysis and rest areas), equipment and
fittings (under the supervision of the Chief Arbiter), for the development of
the tournament according to the F.I.D.E. norms in force, and opening and
closing ceremonies.
12.
This Tournament will be
governed by the present Rules, the Laws of Chess and the current regulations of
the FIDE, paying special attention to the new FIDE rules related to the participants'
behaviour in chess events.
